Up to 200 animals arrive at our shelter each month. Every adoption gives an animal a second chance and frees a space for another in need.
Due to high demand, the animal you choose may be adopted before your appointment. Adopted animals are removed from the gallery as soon as they find a home.

Standard HDB allowance
HDB flats may keep one dog of a toy breed — standing at 40cm or less at the shoulder and weighing 10kg or less. AVS licenses all dogs for traceability.
Project ADORE
HDB residents can adopt selected Singapore Specials up to 55cm tall with no weight limit. One dog per flat. Sterilisation, vaccination, licensing and microchipping required.
Window meshing is compulsory
Cat adopters must mesh all windows and gates, including bathroom ventilation windows, before bringing their cat home. Whole windows must be meshed — partial meshing is not acceptable. Due to at least 250 cases per year of cats falling from heights, this is non-negotiable. Velcro, mosquito, and magnetic meshes are not acceptable as they are not strong enough. Keep cats strictly indoors
Pet owners must keep cats indoors at all times. Roaming puts cats at risk of falls, vehicular accidents, and neighbour complaints. We do not allow cats to be permanently caged unless advised by a vet. Post-adoption visits will be conducted to ensure animals are housed safely.
Can Singaporean PRs adopt?
Yes. If your NRIC doesn't reflect the address where the pet will stay, bring a tenancy agreement or utility bill.
Why adopt instead of buy?
Up to 200 abandoned pets arrive at our shelter each month. Adopting gives them a second chance and helps us save more lives.
Can you notify me about a specific animal?
Yes — use the "Enquire about an animal" button to register your interest. We'll email you whenever that animal's status changes.
How long is an animal listed?
Until they find a home — there is no time limit. Animals either get adopted or are released back into the community.
What animals are available?
Dogs, cats, rabbits, chinchillas, hamsters, gerbils and guinea pigs. All listings are in the adoption gallery.
Are all animals sterilised and vaccinated?
Yes — all SPCA animals are sterilised, vaccinated, dewormed and microchipped before adoption.
Is window meshing compulsory?

We do not allow permanent caging unless specifically advised by a vet. Post-adoption visits are conducted to ensure compliance.

Visit catwelfare.org/meshing for approved options. Magnetic, Velcro and mosquito meshes are not acceptable as they are not strong enough.
What dogs are allowed in HDB flats?
One toy breed dog standing at 40cm or less and weighing 10kg or less. Check the full breed list under "HDB & Project ADORE".
What is Project ADORE?
A scheme allowing HDB residents to adopt Singapore Specials up to 55cm tall with no weight limit. One dog per flat, strict ownership conditions apply.
How do I know if a dog qualifies for Project ADORE?
Use the gallery filter to show HDB-approved dogs, and double-check with our staff on the day — some Singapore Specials may qualify.
Do I need HDB approval separately?
Yes. AVS licensing and HDB approval are separate. HDB dog owners must confirm HDB allows them to keep the specific dog.
Why must I microchip my pet?
A microchip carries a unique ID so your animal can be traced if lost. You must also register the chip — an unregistered chip is untrackable.
How do I register my pet's microchip?
Register via the PALS (Pet Animal Licensing System) portal at pals.avs.gov.sg using your Singpass. Dog owners can also apply for their licence through the same portal.
Will SPCA do a home visit after adoption?
Possibly. Counsellors may require a premises check. For cat adopters, post-adoption visits are standard.
What if I can no longer care for my pet?
Please contact us at [email protected]. Never abandon an animal — we will work with you to find the best outcome.
All SPCA animals are microchipped before adoption. You must register the microchip transfer to your name — an unregistered chip is untrackable and effectively useless if your pet goes missing. Note that as of 1 September 2024, both dogs and cats must be licensed with AVS.
Go to the PALS portal
Visit pals.avs.gov.sg — the Pet Animal Licensing System managed by the Animal & Veterinary Service (AVS) under NParks.
Log in with Singpass
Use your Singpass to access the portal. All microchip registrations and pet licences are managed through this single system.
Register the microchip transfer
Update the microchip ownership to your name. You'll need your pet's microchip number, which is provided in your SPCA adoption paperwork.

Apply for a pet licence (dogs & cats)
Dog owners must apply for an AVS dog licence via the PALS portal. From 1 September 2024, cat owners are also required to license their cats through the same system. Licensing is not included in the adoption fee and must be renewed annually.
HDB residents — confirm approval separately
AVS licensing and HDB approval are independent processes. If you live in an HDB flat, confirm with HDB directly that you are permitted to keep your specific dog.
