Deputy Director (Finance and Administration)

As the Deputy Director (Finance and Administration), you will oversee the overall management of SPCA Singapore’s administrative and financial processes. The appointed candidate will also lead a team responsible for the full suite of human resource, financial and administrative activities.

The responsibilities include but are not limited to:
  • Providing guidance to the Executive Director and Board on strategic business directions by conducting financial planning, analysis, forecasting and advising on options for development.
  • Ensuring financial integrity and accountability by maintaining all internal controls.
  • Developing strategies for resource allocation and monitoring budget utilization.
  • Generating timely financial statements and profit and loss reports to the Board.
  • Developing yearly budgets in consultation with the SPCA Management team and Board.
  • Managing Finance and Administration staff to ensure performance management and compliance to all regulations and processes.
  • Coordinating and leading the annual audit process, liaising with external auditors and the Finance sub-committee.
  • Improving the HR and Administration by enhancing staff’s professional development, compensation and benefits, performance evaluation, training, and recruitment processes, supported by HR and Administration staff.
  • Implementing a robust contracts management and reporting system.
  • Updating and implementing all necessary business policies and accounting practices to improve the Finance department’s overall SOPs.

Others:
  • Providing support for ad-hoc events and SPCA-led projects.
  • Facilitating and providing secretarial support for Finance Sub-Committee and Board’s discussions.

Requirements:
Qualifications & Experience:
  • Bachelor Degree in Accountancy, Business, Finance, Economics, CPA, ACCA or equivalent with minimum 5 years of finance leadership experience.

Other Requirements:
  • Proficiency in accounting software.
  • Strong analytical, leadership and communication skills.
  • Passion for animal welfare.

Head of Community Engagement

The Society for the Prevention of Cruelty to Animals (SPCA) is dedicated to promoting animal welfare and compassion in Singapore. We are seeking a dynamic individual to lead our Community Engagement department, which plays a pivotal role in communicating our mission, engaging volunteers, fundraising, and advocating for animal welfare.

As the Head of Community Engagement, you will lead the department comprising of five managers, made up of two communications managers, one fundraising manager, one education manager and a volunteer/merchandise manager.

The responsibilities include but are not limited to:

  • Develop effective communication and outreach strategies in collaboration with the Executive Director.
  • Provide recommendations on the Community Engagement budget and ensure prudent utilization of resources.
  • Conduct research to identify new trends and opportunities for impactful campaigns.
  • Strengthen fundraising and volunteering capabilities to support SPCA’s initiatives.
  • Conceptualize innovative programs to enhance public engagement with SPCA.
  • Oversee a team of five managers responsible for communications, fundraising, education, volunteer engagement, and merchandise.
  • Manage the performance and KPIs of the Community Engagement team.
  • Collaborate with sub-committees to enhance community engagement strategies and initiatives.
  • Proactively engage new partnerships, volunteers, and stakeholders to support SPCA’s mission.

Qualifications & Requirements

  • Education: Degree in a related field.
  • Experience: Minimum of 3 years in a similar position, preferably in the non-profit sector.

Veterinary Nurse

The Society for the Prevention of Cruelty to Animals (SPCA) is looking for a veterinary nurse to join our community animal clinic. The SPCA’s clinic is unique, as it is a not-for-profit clinic serving needy animals in Singapore. These include street dogs and cats, abused and rescued animals, shelter animals and, eventually, pets from low income households.

As part of the clinic team, you will be responsible for the provision of the highest standards of veterinary medicine and care.

Responsibilities:
  • Assisting Veterinarians with consultations, treatments and surgeries.
  • Maintaining diagnostic equipment, sterilization of surgical instruments and cleanliness of the clinic.
  • Maintaining file patient records.
  • Conducting regular checks and follow-ups with animals.
  • Providing basic treatment and husbandry for warded animals.
  • Providing guidance and support to patients’ caregivers where necessary.

Requirements:
  • Minimum Diploma in Veterinary Nursing or equivalent preferred but not required
  • At least 1-2 year(s) of working experience in a veterinary clinic preferred but not required
  • Passion for animal welfare
  • Good verbal and written communication skills
  • A team player
  • Able to work weekends, 5 day work week

Animal Shelter Manager

The Shelter Manager is responsible for the overall day-to-day management of SPCA’s shelter. This includes ensuring the welfare of all animals and safety of all staff and volunteers working at the shelter. The Shelter Manager will maintain a safe and healthy environment for all and develop a structured process to ensure high welfare standards.

In the event of limited resources, the Shelter Manager may from time to time be required to step in to perform the duties of any staff he or she oversees.

The responsibilities include and are not limited to:

  • Ensuring smooth operations and day-to-day running of shelter operations including maintaining optimal animal hygiene and welfare standards.
  • Overseeing and strengthening all internal processes in managing feeding, cleaning, transfer, dispensing of medication and enrichment for animals.
  • Conducting regular checks and review any lapses in service, welfare, or safety standards at the shelter.
  • Escalating any incidents (including but not limited to work injuries, safety breaches, disease outbreaks) to Deputy Director (Shelter).
  • Ensuring optimal deployment of shelter staff to respective work areas.
  • Inducting and coaching new shelter staff.
  • Developing and reviewing all SOPs and safety protocols related to shelter work in consultation with Operations Director and Deputy Director (Shelter).
  • Conducting regular training to ensure compliance to protocols.
  • Ensuring maintenance of SPCA’s facilities and façade.
  • Working with internal and external stakeholders to ensure all facilities maintenance and repair works are carried out in a timely and safe manner.
  • Leading and conducting training sessions for stakeholders (including but not limited to AVS Contractors, trappers, partners).
  • Developing and overseeing the practical training sessions for shelter volunteers.

Qualifications & Requirements

  • Education: Minimum of diploma, fluent in English.
  • At least 3- 5 years of animal handling experience is preferred.
  • Passionate about animal welfare.

Animal Welfare Inspector (Valid Class 3/3A driving license)

The Inspector plays a crucial role in animal protection in Singapore. He/She is responsible for responding to public feedback on animal cruelty, welfare and neglect, inspection of animal related establishments, conducting post-adoption checks. The Inspector is also involved in policy implementation and animal welfare advocacy research, highlighting rising trends and key animal welfare issues to the Executive Director.

The responsibilities include and are not limited to:

  • Attending feedback provided by members of the public via SPCA’s 24-hour hotline or social media accounts about potential animal cruelty, compromised welfare and neglect cases.
  • Monitoring social media platforms, news platforms and forums to sieve out any cases of concerns.
  • Conducting thorough investigations and escalating verified cases according to severity.
  • Working closely with authorities to follow up on cases requiring enforcement actions or appeals for higher penalties.
  • Providing timely reports to the Operations Director and Executive Director about cases.
  • Escalating and highlighting urgent or serious cases in a timely manner.
  • Conducting unannounced checks and audits of animal establishments (e.g pet shops, breeders, trainers) to ensure animal welfare standards are not compromised.
  • Conducting pre and post adoption house checks.
  • Supporting undercover investigations where necessary.
  • Providing advice and guidance to pet owners and other stakeholders on proper care and treatment for animals.
  • Assisting with research and keeping abreast of any trends of concern relating to animal welfare.
  • Working closely with other departments to lobby for changes in animal laws where necessary.
  • Supporting Community Engagement Office for advocacy campaigns and public outreach efforts.
  • Ensuring Inspectorate vehicle is well-maintained.

Qualifications and Requirements

Veterinarian

The Society for the Prevention of Cruelty to Animals (SPCA) is looking for a dynamic and committed individual to join our community animal clinic and help spearhead its pioneering efforts. The SPCA’s clinic is unique, as it is a not-for-profit clinic serving needy animals in Singapore. These include street dogs and cats, abused and rescued animals, shelter animals and, eventually, pets from low income households.

As the Veterinarian, you will be responsible for the provision of the highest standards of veterinary medicine and care. As our clinic is currently expanding, you will be instrumental in helping us grow and develop into a full-fledged community animal clinic. You will also be involved with community health programmes that make a direct and positive impact on the lives of animals and their human caregivers.

The responsibilities include and are not limited to:

  • Assessing and examining patients, and diagnosing their medical issue.
  • Diagnosis and regular health checks for animals.
  • Performing required surgical procedures, dressing, and treating of wounds and prescribing medication.
  • Updating and maintaining patients’ medical records.
  • Promoting preventive care through strong public education and advocacy.
  • Ensuring compliance with veterinary ethics and relevant policies.

Qualifications and Requirements

  • Education: Degree in Veterinary Medicine that is recognized by the Animal & Veterinary Service (AVS).
  • Experience and interest in shelter medicine.
  • Minimum 1 year relevant experience.
  • Ability to make prudent decisions regarding the welfare and well-being of animals.
  • Passion for animal welfare.
