Why aren’t the public allowed to see the animals in the quarantine area?
 

The quarantine area is off limits to the public because these animals are doing their “quarantine” prior to going into the adoption area. They would have been vaccinated, sterilized (if old enough) and are still under observation. The quarantine animals are not available for adoption until their 10-day quarantine period is over and they are given a clean bill of health.
